PAGASA: Three Weather Systems to Bring Rain to Parts of the Philippines on Dec. 23

State weather forecasters from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) say that three major weather systems will continue to influence weather conditions across the country on Tuesday, December 23 — bringing cloudy skies, scattered rain showers, and isolated thunderstorms to many regions.

🌦️ The Three Weather Systems at Work

1. Shear Line
A shear line is a boundary between contrasting wind flows at low levels of the atmosphere. On Tuesday, it’s expected to affect parts of eastern Luzon, particularly provinces like Aurora and Quezon, bringing cloudy conditions with scattered rain and isolated thunderstorms. These showers may produce moderate to heavy rainfall in some areas. 

2. Northeast Monsoon (Amihan)
The Amihan — cool, dry winds from the northeast — will dominate much of Northern Luzon. This system will bring cloudy skies and steady rain to areas including Cagayan Valley and nearby regions. In parts of Luzon like Metro Manila, Central Luzon, and the Cordillera Administrative Region, Amihan may still produce light to moderate rains throughout the day. 

3. Easterlies
Warm winds blowing from the Pacific Ocean, called easterlies, will influence Visayas, Mindanao, and the eastern parts of Luzon. These winds typically carry moisture that can lead to cloudy skies with scattered rain showers or thunderstorms over areas such as the Bicol Region, Visayas, and eastern Mindanao provinces

🧭 What This Means Region-by-Region

  • Northern Luzon — Cloudy with rain due to Amihan; rougher coastal waters and stronger winds are likely in some coastal and mountain areas. 

  • Eastern and Central Luzon — Scattered rains and isolated thunderstorms from the shear line, especially over Aurora and Quezon provinces.

  • Visayas and Eastern Mindanao — Cloudy skies and occasional rain because of the easterlies. 

  • The rest of the Philippines — Partly cloudy to cloudy skies with possible isolated rain showers from local atmospheric conditions and moisture. 

⚠️ Hazards to Watch

PAGASA warns that prolonged or moderate to heavy rainfall in some areas may increase the risk of flash floods and landslides, especially in flood-prone or mountainous regions. Residents and travelers are advised to monitor official weather updates, plan travel carefully, and take safety precautions as needed.
